在国家乡村振兴战略与文旅融合政策背景下，公共文化设施作为文化振兴与产业发展的载体，其建设水平直接影响区域可持续发展能力。该文聚焦陕南地区乡村公共文化设施存在的结构性困境：设施供给缺位与失衡、资源转化效能不足、运营管理机制僵化等问题，剖析其深层成因，包括区域产业结构单一、政府主导模式局限及文化生产力转化路径缺失。研究创新性提出“文化-设施-产业-人”四维协同作用机制，构建文旅融合理论框架。通过系统分析陕南特色文化资源与旅游要素，提出空间提质、文化提炼、产业提升、管理提振的四重优化路径。研究成果为破解欠发达地区乡村公共文化设施低效困境提供理论依据，旨在缩小城乡差距，激活区域经济，对乡村振兴战略下文旅融合发展模式创新具有实践启示。
Abstract：In the context of China's national rural revitalization strategy and cultural tourism integration policies, public cultural facilities serve as carriers for both cultural revitalization and industrial development, with their construction standards directly affecting regional sustainable development capacity. This paper focuses on the structural dilemmas facing rural public cultural facilities in Southern Shaanxi: inadequate and imbalanced facility supply, insufficient resource conversion efficiency, and rigid operational management mechanisms. It analyzes the underlying causes, including the region's singular industrial structure, limitations of government-led models, and the absence of pathways for transforming cultural productivity.The research innovatively proposes a four-dimensional collaborative mechanism of "culture-facilities-industry-people" and constructs a theoretical framework for cultural tourism integration. Through systematic analysis of Southern Shaanxi's distinctive cultural resources and tourism elements, the study presents a four-fold optimization approach: spatial quality enhancement, cultural refinement, industrial upgrading, and management revitalization.The research findings provide theoretical foundations for resolving the inefficiency predicament of rural public cultural facilities in underdeveloped regions, aiming to narrow urban-rural disparities and activate regional economies. This work offers practical insights for innovative models of cultural tourism integration under the rural revitalization strategy.
